Can you help me reunite my family?

So a few of you may have already heard about our story but many of you won't have so I'll start at the beginning.. I'm Becky and I have a wonderful fiance (Abdou) and a 6 month old baby (Alia). Alia is still yet to meet her father due to her ill health since birth, it's been a testing time for all of us, especially with the scare of almost losing her, twice.

Alia was born 2 weeks early via emergency C-Section. She then needed resuscitation and an urgent blood transfusion, all of this took place while I was alone, with my Moroccan fiance 2000 miles away on the other end of the phone. Following on from that Alia has had various health issues including transfusions, hypothermia (temperature of 31.5), blood in her stools and then severe anaemia. She is currently under the hospital waiting to see if she has thalassemia now while undergoing various tests.

Back in January we applied for a tourist visa for Abdou to be here for Alias birth, this was sadly rejected causing a lot of stress within our family and throughout my pregnancy. They rejected the visa saying there was 'no proof of funds to afford his flight home'. This was a lie due to these flights being booked and paid for and submitted to the Home Office. Due to their rejection my fiance has still yet to meet his daughter. 

In 2019 we hope to apply for a fiance and spouse visa under 'exceptional circumstances' with the help of a solicitor but the prices are extortionate. We are looking at around a minimum cost of £1500 for the fiance visa and then a further £2500 for the first 2.5 years for Abdou to stay in England permanently. This £2500 then has to be paid every 2.5 years again for the next 10 years.. Taking our costs upto at least £12000 for Abdou to stay in the UK plus any lawyer fees and court fees if the Home Office refuse him at any stage (which is more than likely).

Although Abdou is working 40+ hours a week in Morocco they only get paid the equivalent of £400 a month and out of this money he then has to pay his bills, food and rent, leaving him next to nothing spare. I am currently looking for a job that pays over the £18.6k minimum income requirement but will also be juggling rent along with bills and childcare and looking at the fees head on now makes me wonder whether I'll ever be able to have my family together in one place.

We would much rather live in England together for Alias healthcare, education and future prospects. If we go to Morocco she will be at a serious disadvantage and I don't want to take any unnecessary risks with her health if it can be avoided.
